 In Writer/Designer they define organization as the way in which elements are arranged to form a coherent unit or functioning whole.

I think this means the way the modes used in a design are used and applied to create the best design possible to give the strongest result.

an example would be how a website is laid out and images and videos applied to create the most user-friendly and enticing website for the viewer to consume.

It can be used to create unity it can also be used to create contrast. It can also be a tool to create eye flow. Using colors that are opposite each other on the color wheel will produce a high contrast effect while using colors close to each other will create a more harmonious result. Warm colors will stand out against cool colors and demand more attention.
